Tasks and functions

Main tasks and functions of the Department are:

implementation of the state tax policy in terms of administration of taxes and levies, control over the receipt of taxes, levies and other payments to budgets;

implementation of the state policy in control over production and turnover of ethyl alcohol, alcoholic beverages, tobacco products, liquids used in electronic cigarettes and fuel;

implementation of the state policy in control over the availability of licenses for conducting types of economic activity that are subject to licensing according to the law;

licensing of business entities involved in the production of ethyl alcohol, alcoholic beverages, tobacco products, liquids used in electronic cigarettes, and fuel;

organization of work related to order of excise tax stamps, their storage, sale, sampling for conducting examination on their authenticity and monitoring presence of such stamps on bottles (packages) of alcoholic beverages and packs (packages) of tobacco products, containers (packages) with liquids used in electronic cigarettes during their transportation, storage and sale;

implementation of measures to prevent and detect violations of legislative requirements in production and turnover of ethyl alcohol, alcoholic beverages, tobacco products, tobacco raw materials, liquids used in electronic cigarettes and fuel; conduction of work related to counteraction against illegal production, movement, turnover of ethyl alcohol, alcoholic beverages, tobacco products and other excise goods (products);

organization of functioning of the electronic administration system on the sale of fuel and ethyl alcohol;

provision within the scope of Department’s competence of consultations on tax legislation and other legislation control over compliance with which is entrusted to the STS’s bodies;

methodological support of licensing and administration of taxes and levies;

preparation of suggestions the improvement of normative legal acts and development of draft laws of Ukraine, acts of the President of Ukraine, Cabinet of Ministers of Ukraine, orders of the Ministry of Finance regarding licensing and control over production and turnover of excise goods, etc.
